TVET Leadership and Management Development/Training– International Senior Expert
The British Council is seeking to sign a consultancy agreement with an International Senior Expert as a TVET Leadership and Management Development. The overall purpose of this consultancy is to develop high quality coherent Vocational and Technical Education and Training institutes that can respond to the needs of the labor market by providing skilled and employable graduates. The specific objective of this consultancy is to develop an effective modular and phased out TVET Leadership and Management (L&M) training programme.

Role overview
The specific objective of this consultancy is to develop an effective modular and phased out TVET Leadership and Management (L&M) training programme and further implement this training programme for about 35 selected Directors/TVET Leaders in Libya.
We expect that this overall training programme will be delivered using a blended approach (mostly remote/online training and as and when travel restrictions eased, facilitate face-to face training).
The participants will comprise of 24 Directors/Deputy Directors and Senior Trainers (responsible for training programmes) from 8-10 Intermediate Institutes, and 6 participants from National Board for TVE and 5 selected business representatives.
The overall methodology and content of the programme will be guided by the Training Needs Assessment (TNA) currently under implementation. However, it is expected that this training must be modular in nature and carried out in three phases (spread out in 12 months in duration). Under the current circumstances, the first modules (Phases 1 and 2) could be delivered online (virtually) with the support of the national expert(s).
The phasing of the training is critical as it will allow them to put into effect the training, they have themselves received through completing assignments which will start embedding change in their institutions enabling them to reflect on their training and ensuring that practice becomes an integral part of their capacity building.
From our experiences in similar context in MENA, we propose, as concrete examples of modules/topics to be considered in the TVET Leadership and Management Certificate Programme with appropriate case studies and assignments:
- Management of change and strategic leadership
- Leading excellence in teaching and learning
- Blended Learning
- Leading stakeholders - relationship management (focus on employer engagement)
- Leading organisations and strategic planning
- Leading innovation in use of curricula
- Quality Assurance and Continuous Monitoring
- Institutional Governance / Advisory models.
